- Mix ground beef, bread crumbs, salt, and milk together. Roll into small balls. Place in 9 x 13 inch dish.
- Mix tomato ketchup, water, vinegar, onion, Worcestershire sauce, and sugar. Pour over meatballs.
- Bake at 300 degrees about 1 hour.
